A child allowance costing $100 billion per year is estimated to reduce expenditures on children's and parents' healthcare costs by $3.5 billion per year.

In particular, this child allowance could be achieved by converting the current child tax credit, making it fully refundable, and increasing its value to $3,600 per child 0-5, and $3,000 per child 6-17. Doing so at a cost of $100 billion per year is estimated to generate $800 billion per year in combined monetary and non-monetary benefits.
